Kosovo and Marshall Plan

Issue: Kosovo needed a Marshall Plan; however, it received the inferior Ahtisaari Plan. The Ahtisaari Plan gave the frame for transitioning Kosovo from a mostly rural, clan-based society into a self-governing entity after an ethnic/sectarian war. Unfortunately, the Ahtisaari Plan did not account for the necessary cultural, infrastructural, and societal needs required to foment the foundation for a stable, modern, Western republic. So, once Kosovo declared independence in 2007, it did not have the tools to organically prosper as a self-governing nation-state. A 21^st Century Marshall Plan may have remedied most of these shortcomings.

Overarching Problem which American Foreign Policy to Needs Address: The political will for a modern Marshall Plan does/did not exist within the EU or in the US.

Concept to prove: If nation-building is framed in the context of international investment, with a reasonable guarantee of a measurable return, would American political will support legislation for a 21^st Century Marshall Plan?
