The issues of international environmental law in protecting the environment

I have to write an essay on international environmental law for a session in my seminar on “liberal international law”. Specifically, it is about international environmental law and why it fails to protect the environment.

Please structure the essay as follows (and please, quote every thought/argument you make):

1. Introduction: First describe impressively using one or two examples that our environment is being destroyed more and more (cutting down forests, polluting rivers, etc.). International environmental law is intended to counteract this, but it fails in many places. Then say that in this essay you would like to use one or two selected examples to investigate why international environmental law fails. Mention, however, that at the beginning you want to explain international environmental law. (keep it short, not more than half of a page)

2. main part:
First you describe the international environmental law in detail. (When was it created ?, What does it mean ?, What are the current legal sources ?, When is it applied? Which institutions check compliance? Why do states cooperate in this area? Also give brief examples here of when countries commit environmental offenses have been punished -> show that it can also have an effect)
And then comes the focus: Use an example that you have chosen to describe in detail the point at which international environmental law fails, e.g. when rivers are polluted in India or China, etc. (choose one, which fits best) . Why does it fail? What alternatives are there to international environmental law? Does it have to be reformed/extended?

3. Summary:
Summarize your results. Emphasize that international environmental law alone is not enough to meet the challenges of our time, as it needs to be expanded, etc.
