On April 14th, 2021, The National Research Council announced a call for papers from national experts in criminal justice and behavioral health. You have been selected to submit a white paper entitled Innovations in Problem Solving Justice & Behavioral Health: Across the Sequential Intercept Map. This white paper will provide a multi-level road map for local governments and community (private-public) stakeholders working to stem the growth of incarceration in their jurisdictions, (i.e., mass incarceration, including the trend known as the criminalization of persons with mental illness.)

These recommendations may include proposed legislation, system-level change, as well as diverse strategies to prevent incarceration and promote diversion. During the COVID-19 Pandemic, The National Research Center’s mission is to empower local governments, working in collaboration with behavioral health and CJ/JJ community stakeholders to develop a new vision for healthy and safe communities through the promotion of problem-solving justice.

Description: The white paper on the juvenile justice or criminal justice system (select one) shall include the following:

Description of the scope of the problem, based upon the evidence and supportive data.
Based on the Sequential Intercept Mapping Tool, (see below for SIM Tool)please identify and describe a minimum of two 2 programs or models for each of the intercepts across the Sequential Intercept Mapping Tool. This includes Community Services, Intercept 0, Law Enforcement Intercept 1, Initial Detention Hearings/Initial Court Hearings, Intercept 2, Jails / Courts, Intercept 3, Reentry, Intercept 4, and Community Corrections, Intercept 5. (Please note I understand some models/programs may overlap across several intercepts. Please cite your sources.
Your white paper must include the essential elements of problem-solving courts, and the goals of problem-solving courts, generally. In your discussion, please discuss the intersection of Therapeutic Jurisprudence, procedural justice, and trauma-informed approaches, and the expanded and non-traditional role of judges, and legal actors in problem-solving courts.
Discussions should address psychosocial, root cause problems which drive justice-involvement (i.e., adverse childhood experiences, trauma, poverty, social determinants of health.)
Your white paper should discuss community policing, and the need for on-going community engagement and ways communities can work towards consensus to promote trust, cultural competence, and safety.
Your white paper should include a discussion on The Kotter 8-Step Leading Change Framework, as you guide community stakeholders on how to advance, and implement recommended CJ or JJ system change from a community level.

All recommendations must be properly cited and should include evidence-based data available.
Please include at one special population or problem (examples include: persons with mental illness, justice-involved girls or women, Veterans, Native Americans, LGTBQ, Youth, and Older adults.)
