This document contains a detailed Report and delivery status for the Rural PSNP connectivity for the months of September 2020 – February 2021. This report shows the detailed activities that have been performed and completed at different stages of the connectivity implementation process. The implementation work has been broken down into 3 stages, which are divided into 3 phases (Phase I, Phase II and Phase III). Currently, we have covered the first phase of implementing connectivity for 58 Woredas and 2 woredas are not able to be connected due to a security-related issue in the area. The second phase is also in progress. Reporting date: October 1. Out of the total 382 ARPSP woredas, 60 woredas were planned for connectivity for phase I. EthioTelecome has confirmed connecting 46 woredas out of the planned 60 woredas. Out of the 14 remaining woredas that are not connected, 2 is due to the security situation in the region of Tigray and the other 2 is IP related issues. This issue needs MInT(Ministry of Innovation and Technology) solution in order to implement connectivity. 2. IT team from MoA have evaluated and assessed the existing status of connectivity and the issues. From this assessment, the team have discovered issues like: a. Absence of modem b. Connection extension was wired to the wrong office. c. Incomplete configuration d. Unfinished cable extensions work 3. Discussed with the MIS team to analyze the options of offline functionality of MIS Reporting date: November 1. IT team continued field visit to the woredas with connectivity issues 2. Developed a work plan to evaluate the issues that were identified during field visit. This plan is developed to strategize so that EthioTelecom can provide network coverage for 85% of total woredas. 3. Strategized a work plan to solve all the issues related to connectivity a. Contact EthioTelcom regional resource and report issues. b. Follow up on the resolution of the issue c. Contact MInT office to resolve IP related issue Action Item: For the team to regroup to update and timeframe of the project. (Attachment/File name) Reporting date: December 1. Had a meeting with MIS core team and Ministry of Agriculture to update the new timeframe for the project. 2. Discussed with EthioTelecom to communicate the new time plan and to get their feedback on the timeframe. 3. Contacted regional and Woreda officials to collect the right recourses who incorporate with EthioTelecome during installation process. 4. Collaborated with MIS team to include the 60 connectivity pilot woredas to be part of the 90 MIS pilot woredas. Action Item: Evaluate and present findings from field visit to EthioTelecom and develop joint plan for connecting the rest of the woredas. Reporting date: January 1. In coordination with the regions, select additional 95 woredas connectivity scale up to be implemented, which will include the woredas selected for MIS pilot 2. Communicate EthioTelecom to start reassessment of the woredas and submit commercial offer to FSCD 2. Planed deliver training and Knowledge transfers for the Woredas by meeting Ministry of Agriculture and Regional focal person. Below are the strategies that the group came up with to make sure the project is delivered appropriately. · Give training to woreda focal person · Make sure that end to end connection is established and working as expected · Make sure appropriate material is delivered to the woredas from the service provider (EthioTelecom) · Step by step guidance of configuration steps · Provide printed out user guide manual · Provide the contact information of the resource that can help woreda users for any additional support. Action Item: The MIS development and Connectivity teams met to discuss the alignment and work progress of MIS pilot woreda and connectivity establishment. Accomplishment – Able to strategize and prepare training material. – Able to identify major issues for the 14 woredas and came up with a solution to fill in the gap. – Update the time frame based on identified issues that were restricting the team from accomplishing planned activities promptly. – Identify a list of woreda to be prioritized for connectivity. Below is the list of risks and issues that has been recording the past months that has caused the change in connectivity implementation: – Major issue in connectivity implementation and follow up is the travel restrictions due to the pandemic. It has prevented the IT team from traveling to train woreda focal experts on connectivity, to perform troubleshooting, confirm connectivity status of woredas… – Delay on payment delivery to the service provider (EthioTelcom) – MIS development delays (the ministry doesn’t want to pay for a service that is not going to use and want to delay the connectivity timing to avoid unnecessary payments) – Delay from the service provider for different reasons including security issues in different areas
