Chapter 14 of your textbook notes the Founding Fathers’ fear “that the people could not reliably exercise wise and considered judgment about politics.” Thus, they established our representative republic.The People are sovereign, but sovereignty is exercised indirectly, through elected representatives. Given this, answer the following questions about voter participation and legitimacy.

Write a 500-750-word essay that includes the following:

1. Is there a certain level of voting that is necessary to ensure our political system maintains its legitimacy (what your text calls “system stability”)? Explain.
2. “We the People,” not the individual states, comprise the original constituent power of our federal union. What happens if those very “People” effectively cease exercising that sovereignty via the ballot?
3. Your book notes that, in a representative republic such as ours, we all implicitly accept, and thereby legitimize, the results. Can popular sovereignty continue if the population stops voting to any significant degree? Explain.
4. There is no legal duty to vote in the United States. Given what you have written above, can you make the argument that there is an ethical duty to vote?  Do free individual citizens owe each other at least that much in a representative republic? (comp. 2.4)
