Policy Brief Draft Part E

The assignment for this week is a draft of the next-to-last section of your Policy Brief. You will turn this section in by Sunday night at 11:59 pm at the end of Week 6. Youll receive feedback from your instructor some time during Week 7 in time to make whatever revisions might be recommended before you consolidate your paper and submit the entire Policy Brief in Week 8. For this week, youll discuss impact. Thus far, youve discussed the rationale for your policy, based on analysis of the social problem. Youve also discussed prospects for enactment and potential challenges associated with implementation. This week, youll discuss impact that is, does the program proposed by this policy work (or would it would if the policy were to be enacted)?

Questions to address:

1)      What is the intended impact of this policy? How could the impact of the policy be measured? How the impact is measured depends upon how you have defined your social problem. For instance, if youre examining a bill proposing to limit the manufacture of flavored e-cigarettes, perhaps youve identified the problem as increased rates of smoking in children. If this were the problem, then the impact youd really like to see, were this policy to be enacted, would be decreased rate of smoking among children. If the policy has not yet been legislated / implemented, describe factors with the potential to impact the efficacy of the policy at addressing the targeted social problem. If you are reviewing proposed legislation that has not yet been enacted, answer the same questions prospectively.

2)         See if you can find any evidence that would support your assertion that this policy would have the desired effect. For instance, if you found that a similar policy had been implemented in some states but not others, you could see if there were any studies comparing rates of smoking among children before and after policy implementation (and comparing across states that did and did not implement the similar policy). Alternatively, you could look for an example of a research study that suggests that the intervention that youre proposing will actually be effective.  Be sure to assert a claim about whether you think this policy will be effective at solving the social problem or not and why.

3)      Discuss what you think the impact of the policy will be on social services / social welfare. Will the policy help vulnerable people who make use of social work services? Will it help social workers? If so, how?
