1. Choose a specific environmental problem and draft a potential law regulating that problem. Keep in mind the economic, physical, and ecological impact on all parties involved. (This will give you a chance to envision the negotiation and compromise that is requisite to any legislative solution to any environmental issues.) For example, consider the following problem: The Great Lakes are being infested by the zebra mussels brought in by foreign ballast-bearing ships. Legislation – You propose legislation requiring all ballast-bearing vessels to treat their ballast water before entering so that any zebra mussels are destroyed. Considerations – What is the effect of any treatment on other organisms when ballast is ejected in the Great Lakes waterways? What possible effects might there be to the biological communities in the ocean? What is the cost? How practical is this? How effective might this be?
