Leeds is one of the fastest growing cities in the UK and suffers from chronic road congestion at peak times. It has an extensive heavy rail suburban network serving nearby towns in the West Yorkshire conurbation. However, from the early-1990s and the development of Supertram light rail network in nearby Sheffield, transport and municipal authorities in Leeds have expressed a desire to see a similar system in their city.

Infrastructure

As yet an undisclosed cost for the tram system, which would include a three-line, 28km (17-mile) system is being proposed with a city centre core section branching off to serve the north, east and south of the city. In common with other UK projects, development would be a design, build, operate, maintain and part-finance relationship, with a combination of government money and Private Finance Initiative (PFI) funding.

The northern branch (Line 2) is via the city’s universities and Headingley to a park and ride site at Lawnswood. This branch is being considered due to the heavy traffic at peak times and also for the Yorkshire County Cricket ground and Leeds rugby league stadium.

Project viability

As an experienced project manager, you have been contracted to carry out the initial feasibility study of the northern branch (Line 2). You have a proven track record and experience in managing transport projects. Some of the initial planning has already taken place and some key decisions have been taken. The deadline is tight and you must deliver your initial findings to the transport committee by 26th November 2020.

Based on the brief create a report which identifies further information required and which PM tools and techniques you would use to decide on the feasibility of this proposal.
